Key Regulations for Voice Services in the UAE
Voice services in the UAE are regulated by the Telecommunications and Digital Government Regulatory Authority (TDRA) under Federal Decree-Law No. 3 of 2003 Regarding the Organization of the Telecommunications Sector, as amended.
Because telecom regulations can change, AVOXI supports UAE number provisioning through a compliance-assisted process designed to help businesses meet local requirements.
Key Compliance Requirements
- Licensed-operator structure: Under Article 37 of the Telecoms Law, telecommunications services may only be provided to UAE customers through TDRA-licensed networks. The UAE market is served by two licensed public telecommunications operators — Etisalat (e&) and du — and VoIP services using UAE numbers must be delivered through arrangements with these licensed operators. TDRA publishes its regulatory instruments on its Regulations and Ruling page.
- Telemarketing and the Do Not Contact Register (DNCR): Under Cabinet Resolution No. 56 of 2024 (in force since 27 August 2024), companies — including those in free zones — must obtain prior approval from the competent authority before conducting telemarketing, use local UAE numbers registered under their commercial licence, maintain call records, and avoid contacting consumers listed on the TDRA-managed DNCR. Cabinet Resolution No. 57 of 2024 sets out the corresponding administrative penalties.
- Personal data protection: Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data (PDPL), in force since 2 January 2022, regulates the collection and processing of personal data of UAE residents, including call records and customer information held by voice service providers. The law has extraterritorial reach and applies to controllers and processors outside the UAE that process the personal data of UAE data subjects.
